Construction strategy of hospital data center operation index system for the need of fine management
面向精细化管理需求的医院数据中心运营指标体系构建策略

摘要

数据中心作为汇聚医院各类业务数据的核心平台，其运营管理水平直接影响管理决策的质量与效率。然而当前多数医院数据中心缺乏系统化的运营指标体系，数据分散、标准不一、利用率低等问题突出，制约了精细化管理目标的实现。本文从精细化管理需求出发，分析医院数据中心运营管理的现状与短板，提出基于平衡计分卡理论的运营指标体系构建策略，从设计原则与总体架构、数据标准与质量管控、自动化采集与动态监测、组织保障与迭代优化四个层面阐述具体实施路径，为公立医院数据中心运营管理提供可参考的框架与方法。

Abstract

As the core platform that gathers various business data of the hospital, the operation management level of the data center directly affects the quality and efficiency of management decisions. However, most current hospital data centers lack a systematic operation index system, with prominent problems such as scattered data, inconsistent standards, and low utilization rate, which restrict the realization of the goal of fine management. This paper starts from the need for fine management, analyzes the current situation and shortcomings of hospital data center operation management, and proposes a construction strategy based on the Balanced Scorecard theory. It elaborates on the specific implementation paths from the aspects of design principles and overall architecture, data standards and quality control, automatic collection and dynamic monitoring, organizational guarantee and iterative optimization, providing a reference framework and method for the operation management of public hospital data centers.
